Hello , is there a way to send an offer to the watchers of a listing?(without eBay app and without store)

Sure if you wish to risk getting kicked off eBay.

As long as you send the offer through the Ebay platform (ebay messaging), it's ok to do.  If you do it outside of the ebay platform, you'll risk your account of being suspended.

EBAY decides which customers they will allow you to "send offer" to.    Go to SELLER HUB, ACTIVE, SEND OFFER.

Customers can also "send offer to you" if they are interested in your item.

I mean not outside of eBay. I do not normally use the eBay app. And I haven't bought an eBay store yet. That's what I meant.
