I'm thinking we get only some, not all, listings that have watchers. Is that your experience?

The past week, eBay's even been suggesting I send offers on things with no watchers. Weirdos.

Offers to interested buyers do not just go to watchers; they also go to people who have put your item in their cart.

So perhaps this is just a case of you not knowing how the system works.

I have good success with sending offers and around half my sales result from people watching.

 

There's the group of regulars who go shopping on my site a few times a month and watch a whole bunch of things to wait and see what offers they get, then buy the items they want.

 

Then there's a situation like today, he was watching two coins sets, got two offers, contacted me about combined shipping and when he found out my flat top price is $5.15 (that's less than cost, but my shipping is subsidized by selling multiple items), suddenly the rest of these similar coin sets got watchers and showed up on my list.

 

But not sending offers tonight... it's too close to when my box of parcels goes out and I don't want to send someone an offer to have them buy it at midnight and find out it's not shipping for a week. At least when I send offers on a Monday I let everyone know shipping is Monday morning, but today's shipping has already gone, so they won't expect me to ship right away.

You might have watchers on an item, but they are not interested in receiving offers.

If the watchers are not interested in receiving offers, there's no since of sending them.

Listings with variations are not eligible to send offer to watchers.

Items added to shopping cart for 5 days without watched are also eligible to send offers.

The reason I asked is because today I got a question on an item. When I looked up the listing it said there were 4 watchers. But in the Active area of the Hub there are no listings for that item. So I wonder if only some items with watchers show up in the Active area of the Hub.
