Hello why can I not sell bin eBay

I believe you are allowed to sell bins on ebay.

Do you have a Managed Payments account?
Without that, eBay cannot transfer payments to your bank.
Deal with that first, then come back and explain where you are being stopped from listing?

Have you set up an account to be paid with managed payments? It doesn't appear you've ever sold anything. Start here:
