The new account restrictions aren't allowing me to update my information I am 17 years old but am willingly using my sisters ssn and it keeps saying it can't verify any information and I keep getting the same email over and over again saying "Unfortunately, we had trouble verifying the information on your account and your payouts are on hold." even with all the correct information.

You are underage.
You can not use anyone else’s SS#.
there are tax implications and it is fraudulent.

You can use your own after you turn 18.
If you use someone else's SSN, the income will be reported to the IRS and they will have to declare it and possibly pay taxes. This is illegal. Don't do it.

Mmm i guess it’s out of my hand but cause i’m turning 18 in 8 months rather not wait so might just refund the buyers idk not letting all that money accumulate just to sit there

The funds will be sent to your state. All states have a place that funds are sent.
You can then go through the state and claim the funds.
Can be up to 6 months before the money is forwarded to your state.
Refunding is going to mean there are fees you will still owe. This could be even a bigger issue since eBay doesn’t wait long for fees owed.
The last thing you want is collections …

You have really got yourself into a spot of bother by breaking the law and committing fraud to join eBay underage. In addition if anyone else has an eBay account in your home you are putting their account at risk also.
Legally eBay are not able to send money to a bank associated with a fraudulent account, so this may be a lesson learned, unless you can wait until you are 18 and claim the funds eBay will send to your State as they can not pay you directly. Not sure on the law for this sort of thing.
Take all listings down before you sell more.

In Florida, the state's Unclaimed Property Division is a part of the Florida Department of Financial Services.

I would certainly reach out to eBay's customer services reps on Facebook (www.facebook.com/ebayforbusiness) or Twitter (www.twitter.com/askebay). They may have options for you that are not available to other sellers because you are a minor and should not have been allowed to open an account in the first place. It's worth a try.

"Every person who, with the intent to defraud, acquires, transfers, or retains possession of the personal identifying information of another person is guilty of a public offense, and upon conviction therefor, shall be punished by a fine, by imprisonment in a county jail not to exceed one year, or both a fine and imprisonment."

This is the correct answer. Immediately refund. Pay them their 30 cent fee and move on.
Get your own social and set up a new account. It's unlikely you'll be able to get your own social, a bank account and get this account properly verified before the clock runs out.
The other alternative - get your parent to take over the account. Pull up a chair and watch as they change all the info on your account to theirs if that is possible, which I admittedly don't know if it is.

It is against eBay rules to sell on eBay when you are under 18.

It is fraud to set up an account using someone else's SSN.
I keep getting the same email over and over again saying "Unfortunately, we had trouble verifying the information on your account and your payouts are on hold." even with all the correct information.
It sounds like eBay has got it exactly right, because your sister's SSN is not the correct information.
You need to either wait until you are 18 and use your own SSN, or your sister needs to set up her own account and sell items on your behalf.
