Hello:

 About a month ago I sold an item (Artifacts) on e-bay.

I thought the seller was to pay me within 3 days?

It has been almost a month and I have not received payment.

E-bay won't let me relist this item. WHY???

You can open an Unpaid Item Dispute 48 hours and one minute after the listing ends.

You then close it 96 hours and one minute after you open it.

You get your fees back, the "buyer" gets a strike and nobody gets to leave feedback.

eBay cannot force the buyer to pay. As noted in the other post, you need to file an unpaid item claim. Do it today.  The deadline to file a claim is 32 days after the transaction and the deadline to close it is day 36.  After that, you cannot get a credit for your final value fee.

The limit on relisting is a separate issue, probably related to your listing limits since the first listing is still counting as a Sold item.
