So I made a mistake and wound up getting my account restricted after discussing selling off eBay. I never made the sale but eBay rules are eBay rules so my account was restricted for 7 days. However an item I had listed prior is about to sell and I'm wondering if there's any way to communicate to the buyer with the restriction in place?

Your restriction is for listing for 7 days. Your already listed items are fine.

I would not communicate with him at all. Just let him pay and then ship it with signature confirmation. If he doesn't pay within 48 hours, file an unpaid item claim and close it in 4 days if he still doesn't pay. That will take you beyone the week of restriction so relist it.
There is seldom a need to email a buyer. It should all be automated.

You should be restricted only from listing.
If the buyer does not pay, don't be surprised if eBay still charges the fvf.
The rule applies whether or not a sale off-site was completed with payment.

Don't do that again. You could be permanently suspended and lose your selling privileges.
Ebay has ramped up their detection software regarding off ebay sales.
You may be charged FVF even if you did not sell the item off ebay.

Correct me if I'm wrong please. I take it from your posting that you had the issue with Ebay due to someone you were communicating with to sell off Ebay. As you know now, not a smart move and definitely never in M2M [member to member] communications. That was issue number one that you were sanctioned for.
In a completely separate issue, you have a buyer [not the one in which you were sanctioned for communicating with] on one of the items you currently have listed. As others have explained, your restriction is on posting new listings. That does NOT prevent you from communicating with your buyers. If you have a buyer with a question, you should respond to them and answer the best you can.
As far as the potential customer you had for the coversations that you got in trouble for, I'd stay away from communicating with them anymore or risk even stiffer sanctions.

There is no off-site sale. It's something that was already listed prior to the listing suspension.
They were suspended for discussing an off-site sale that never happened.
