Selling using GSP

hello , I want to apply GSP on my listings in order to have an easy selling experience when shipping worldwide. 
I want to sell products that rely on weight , mostly around under 1kg internationally and i cannot find the GSP on my listings even after i enrolled in the program. how do i enable GSP? i watched the official and non-official guides for it on youtube and the step of checking the mark of GSP under new listings just doesnt exist for me.

Shipping preferences:

https://www.ebay.com/ship/prf 

Global Shipping should say 'Enrolled'.  If not, click Edit and edit accordingly.

From there, once enabled, you should be able to apply it via Shipping Policy on your listings:

Hi, are you shipping from Israel? One of the criteria for using the GSP is that the item must be physically in the US. Below is a link to the policy from eBay’s Help pages.
