Well, I guess if you wanted to limit sales to Oregon only (because of the value of what you are selling?) you could list everything as "pick up only". That would tend to weed out other states. However, based on the size and probable weight of what you are selling you will no doubt get request to ship since they are not that big or heavy,
But as another asked and curious minds would surely like to know - why would you want to do that?

Why just the one state of Oregon? Are you trying to sell something that may be prohibited in other states? I wouldn't attempt that if that's the case. There are eyes everywhere on eBay. Just sayin... I'd also be careful as a new seller selling multiples of pricey expensive items you have in the past. Did eBay restrict your account? Again, why just one state?

Yes and No
You cannot filter out what states to sell to and not sell to.
You can HOWEVER list your item for a ludicrous sum with BEST OFFER eneabled and only take offers from users that fit whatever criteria you like.

Oregon has no sales tax. It would be cheaper to sell to a no sales tax state.

Because the items I want to sell are covered under cottage law in my state. I have to sell direct to consumer but other state laws won't let me sell to their citizens without a license, which I'm working on. So the item itself isn't prohibited. I'm just prohibited from selling across state lines until I get my license. I just want to get to selling now and not have to wait if possible. And no, they didn't restrict my account. I just sell a few at a time.

You cannot sell to one particular state. What you could do is sell for "pickup only" (that way only locals can buy your item).

Oregon’s new cottage food law (SB 320) went into effect on January 1st, 2016, which makes starting a cottage food operation much easier. Although the new law comes with many more restrictions, those who want more flexibility can still get a Domestic Kitchen license. Under cottage law it looks like you can't sell online.

Selling on-line on eBay is not selling direct to the consumer, as defined in the Cottage Law. The Oregon law, which is nearly identical to one here in Pennsylvania, allows you to sell in person, locally -- at farmers' markets, say, or crafts fairs -- but that's it.
DavyCrockett even found the citation for you, from the Oregon law: "Also, indirect sales (via stores and restaurants) and online sales are prohibited."
And since eBay policy on food sales requires that you "follow all applicable laws," there's double the reason why you cannot do what you want to do.
