I have some buyers wanting to buy some of my racing decals and numbers I make can I just sell overseas or do I have to sell in the USA also, the new online sales tax is going to start Soon so I just want to sell overseas

you are new. So you can only sell US only until you become established. - At least 10 listings or 90 days of selling.

If you sell on the .com site then you have to sell to people in the US.
If you only want to sell Internationally, then sign up on those sites and block the US.

Any site you use you must sell to that country and you must use that country's currency.
I sell on eBayCanada in loonies and sell to Canada and worldwide.
I sell on eBaydotCOM (USA) in US dollars and sell to the USA and worldwide.
If I sell on eBay France I must sell in euros and sell to France, but I can also sell worldwide from that site.
To sell to a country specifically, you must give a specific shipping rate.
Note that you can set more than one international shipping rate for various countries.

The link you need is Offer Another Service. This can be used to give another kind of service (Economy/ Priority) or a different rate for a different country (France, Australia, China).
The tricky part is not the listing.
US based Paypal accounts charge your 30cents plus 2.9% of your payment from US buyers. International payments from non-US accounts are charged the same 30 cents but 4.4% of the payment.
You can attach bank accounts in several countries and several currencies to reduce your foriegn exchange costs.
We have a US bank account as well as our Canadian bank accounts, and put US dollar payments into the former and Canadian dollar payments into the latter.
If another Canadian is reading this, look into RBCBank or TDNorth, which are owned by Canadian banks, but are US institutions. There should be advertising around now aimed at snowbirds, but useful for eBay merchants too.
