It has been 46 days since I started selling and still my selling limits haven't been increased yet. Why is that?

Since you are a new seller here, eBay puts selling limits on your account to help you grow your business in a manageable way and to ensure you can give your buyers great service. As you get more comfortable meeting buyer demand, eBay will increase your limit.
Until you show that you have a track record of delivering on time and customers being satisfied and not a lot of returns filed against you, it will be difficult to get eBay to increase your limits.
Your selling limits will not increase until; it's been more than 90 days since your first successful sale and when you've had more than 25 transactions and $250 in sales.
However, it doesn't hurt to try from time to time and request an increase from time to time.

Since ALL new sellers have limits which are usually not increased unless/until they have been selling for at least 90 days, have had $250 in sales and have had 25 transactions without issues, I am sure you can see that you're still pretty far south of that threshold.

You are registered in Sri Lanka drop shipping from China with total sales under $20.

At the moment I have completed 20 transactions without any issues. But my friends Have got their limits increased early.

Not for sure why your friends received an early increase. It could be they have received enough buyer feedbacks. You only have 6 if this is your selling account and that isn't enough.
