Selling limit

I registered to eBay on 9/8/2021 and I have got 3 items and 200$ as selling limit but when I publish my first listing it says [This listing would cause you to exceed the number of items you can list. You can list up to 3 more items this month. Please consider reducing the quantity or request to list more.] Why is this happening please help me

I don't see any listings at all for sale under this ID.

You can't sell at all if you are from Sri Lanka and have not registered with your government as a business to pay fees and taxes.

Do you mean Aug 8th, 2021 vs Sept 9th, 2021?

I assume they meant Aug 9th.  If the other they would have used lottery winnings to buy a private island and be oblivious to the rigors of selling on eBay.
