I'm trying to sell an ipad and apple watch but i keep coming across the same issue. People are messaging me telling me that they want to buy the product (at sometimes a higher price) and that they need my paypal or number. I never go thru with this because it seems suspicious and I've read that this is a scam.
Other people might buy a product, but hours/days later I get a notice that their account was hacked and that the order was cancelled. My issue with this is that I get my product delisted and had my paypal and seller account "locked" for just trying to sell. I cant relist my ipad now because it's over my "seller limit". How can I fix this? I've sold on ebay before with issue.

If you do not want to be ripped off, do not sell these items on ebay. period,,,

Those items are a scam magnet, especially for a new seller.
But if you are determine to list them - do US only and immediate payment required.

New members selling high value/high fraud items are a target for scammers.
You are right to be suspicious of those requests for your PP address.
I do have suggestions.
First, do some buying here. Between backtoschool and holiday gifts you can build up your feedback and also get an idea of the customer experience.
When you do list again, ignore the dying auction option, and go for Fixed Price/ Immediate Payment Required.
Not only do these listings last for a month instead of a week, but the listing stays live and available until someone actually pays for it.
There are a few other suggestions, like setting your Buyer Requirements to automatically Block bidders with Strikes for Unpaid Items (and getting your selling fees back by pursuing Unpaid Item Disputes), but now that you have found the Boards, ask questions and be ready for 'tough love' answers.
