I can't believe it. I stumbled across this due to someone tring to sell fake signed Harry Potter books. The seller had buyer feedback that said they where a great seller.  I looked up the item that was bought and this is what came up. This is as dishonest as you can get.

You can report the listing.  Selling feedback is against Ebay policy.

Ebay should be able to find and remove these easily and ebay should be working for us , not us working for ebay for free.  Also those reports rarely work as nothing is done many times.

Hi. If you want to report the violation, you can often do it from the policy pages. Below is the link to eBay's policy on Feedback Manipulation. At the bottom of the page is a section for how to report it. (The only other method i can think of is to call eBay to report, but that certainly will take longer.)

This has been going on since the site started. That's how some people have got their first 5 or ten feedback. I would report them to the internet police at once. Their new director is out to make a name for himself and will not tolerates this kind of treachery.

It actually started in 2000, prior to that time any user could leave feedback for any other user at any time, there was no need to have an actual transaction.

About 10 of my first feedbacks received were completely bogus!

There are a bunch of them on here, one listing says 19 sold, 6 in the past 24 hours.  Seriously?

Yes, seriously. Get on those listings and check out the buyers. Many have a FB of less than 5, or 1. Just wanting to get a score up to look better to buyers if they have started selling.

This person wants to look like a better seller to sell forged J.K. Rowling signitures. So these feed back people are helping them do it.

You are right about the report an item report may not do anything.

OP could call CS and report it to them.

I don't know for certain that that would work, either, but one can try.

Well, there are always threads about feedback, both on the Buying and the Selling Board, but seriously, buying feedback?  It must be terribly important to those buying it.  

Buyers who want a higher score, or sellers who need to offset defects.

Or new sellers who want to show some feedback to give buyers some confidence.
