I just sold and item for 250 plus 28 shipping fee. Shipping to Canada. Buyer paid total of 278. Payout I received from eBay was 233.70.
How come eBay took almost 16% (44.30) in final value fee? what a rip-off

For a break down of the fees you paid go to Seller hub>Payments>All transactions

Find the transaction in question and click on the number in red under the fees column.
I don't sell internationally, but my guess would be the extra fees can be attributed to the 1.65% international fee and/or the 3% currency conversion fee.

The fees for Managed Payments sellers are 14.35%+0.30 in the Music Category. The fee is based on the total amount of the sale, including shipping and sales tax. You no longer pay 2.9%+.30 to PayPal, but you pay a similar amount to eBay directly.
There is also an additional International Fee of 1.65% on the Total Amount of the sale.
On International Sales, the fee is charged on the lowest domestic shipping charge ... not the international shipping charge (which is often quite more than domestic).
In your case, you were using a Flat Rate of $25 to ship that lot domestically.
$250+25 = $275 (Total Amt of the Sale)
275*0.1435 = 39.46 (Variable Portion of the Simplified Fee)
39.46+0.30 = 39.76 (Final "simplified" fee)
plus the international fee
275*0.0165 = $4.54
39.76+4.54 = $44.30 (Total Fee)

I just go by 15% now, I used to use 13% when paypal was an option. From what the others say you get the rest of the fees.

The FVF for Music > CDs is 14.35% and the FVF for internationa1 sales is 1.65%. That adds up to 16%.
eBay took 16% because that is exactly what they said they would take.

Pet peeve, here. . .
With PayPal we were paying a flat rate (base amount + whatever their percentage was at a certain $ amount). It was a fee to process money collection.
Now eBay uses the category rate to determine the fees charged not only on the item (in the category) but also the associated shipping, taxes, etc. It irks me that taxes or shipping on one category should result in a higher fee than in another category. Small amounts, but I'm sure it adds up nicely for eBay.

Standard fee under old system:
10% of total sale to eBay, 2.9% of total sale to Paypal = 12.9% of total sale
Standard fee under new system:
12.35% of total sale
Media under old system:
12% of total sale to eBay, 2.9% of total sale to Paypal = 14.9% of total sale
Media under new system:
14.35% of total sale
