How do you sell an item on one listing where you charge a price for domestic shipping with free shipping and a lower price with paying for shipping with international buys?

When you create your listing, there is a Domestic section. You can specify free shipping there.
Then you scroll down a bit for International shipping, and enter the shipping method there and either a fixed price or a calculated price.

Free shipping for domestic and a lower price for international sales? You can't go any lower than free.

Well they could pay the buyer to ship it, that would be less than free??

If you are trying to charge one price for domestic with shipping included and a lower price on the item to allow international buyers to pay for shipping, you can't do that.
You could charge one price for both- charge a flat rate for domestic shipping rather than building shipping into the price & offering free shipping.
But I don't believe you can charge:
$20.00 with free shipping for domestic
$15.00 buyer pays additional international shipping.

You can't. Can just keep it as full price or if you use fixed shipping prices, lower the amount a little there.
On the listings that I have that are free shipping, I just do the full fixed rate for international. If they make an offer for a few dollars less than the list price and I see it's international, I'll usually take it. Plenty of others have just paid the full price with shipping though.
I suppose I could just lower the international shipping rate a few dollars instead. But I don't want to make things overly complicated. Particularly if there is the potential for ordering more than one item and it will raise the weight tier to the next level.
Am starting to do listings without free shipping though, so it should make it less of an issue.
