Selling Medical Equipment

Do I need special licensing or permits to sell used hemostats/forceps on eBay? OR on line period.
I noticed the Disclaimer Required by eBay;
"The sale of this item may be subject to regulation by the U.S. Food and Drug Administration and state and local regulatory agencies. If so, do not bid on this item unless you are an authorize purchaser. If the item is subject to FDA regulation, I will verify your status as an authorized purchaser of this item before shipping of the item.", was posted with every item of medical equipment tags.
 
 Ok, first, why wouldn't a seller take the time to CHECK to see if the item was subject to the U.S. FDA or state & local policies? Well, I took the time and after over an hour, I had no idea of what I was finding. I searched, changed my search questions, used different search engines, blah, blah, blah.... Grand total of information answered me this, Who Knows? 
 
Of course major/minor medical supply companies need a whole host of certificates for everything you can think of. Manufacturers do  as well to meet specifications and such.
But for average Joe, I really don't know.
 
I checked Amazon for sellers of forceps/hemostats and of the ones I checked, the only "Legal Disclaimer" given there was;
"Legal Disclaimer
Statements regarding dietary supplements have not been evaluated by the FDA and are not intended to diagnose, treat, cure, or prevent any disease or health condition."
WHAT?
 
Sooooo, does anyone have a more direct path to whether we can sell used hemostats/forceps on eBay or online?
 
Of course I fully intend to post in my ad that I am only selling these as a novelty. What the buyer does with them is beyond my responsibility. Also, that I have searched for any such regulations by the US FDA. 
 
I just want to protect myself and my growing eBay "thing" (as we refer to it at home) - (soon to be a store) from any issues. I didn't feel it was being responsible to go with the same disclaimer message. Because, why wouldn't you secure the comfort of your potential customers by doing some research into the US FDA Regulations thing?
The disclaimer is what a disclaimer is for. But the part about, "The sale of this item may be subject to regulation by the U.S. FDA" then it goes into how if it is don't bid on it unless your an authorized buyer. BECAUSE if the item IS SUBJECT to Regulation, by the blue sky above I WILL verify your status!! A little over dramatic there, even so, that's basically what its saying.
 
At first of this long post, I stated, "Why doesn't the seller just check?" Wow, how I answered my own question.
 
Any information or comments, (please nothing brutally Smart Alecky) would be appreciated and enjoyed.

Yes you may, you don't need a script for these and they are useful in other areas such as fishing. All they are is locking clamps and I had several as a nurse dangling from my badge. Even hubs took a couple for the skilled trades. Best to you.

Rockstar, thank you for your help in ensuring me I was handling selling forceps correctly. I did a lot of research behind that. I really enjoy selling on eBay and don't want to compromise my standing. Thank you again and have a great rest of the year.
