Opening a Store will not increase your limits.
The new Help pages are very vague, but the rule usually is:
You can't increase your limit in the first 90 days.
You must have a good track record of meeting the seller standards over that first 90 days
Your account must be in good standing
After that initial 90 day period, you can request additional increases once every 30 days if eBay doesn't automatically increase them.

Yes, they do. Having a store does not increase your selling limits.
You have to establish a history of successfully completed transactions. Ebay may consider raising your limit after three months, but raising your limits at that time is not a given.
Instead of focusing on raising your limits or considering a store (especially since that is so premature), learn how to create an accurate listing, learn the selling policies, ebay policies and the Buyer Protection policies, because what you do not know can cut short your selling endeavors, and it can hurt you. Learn what seller metrics are used to measure your performance and how to check your Seller Dashboard to keep out of trouble.
There is much more to selling than just throwing up a listing, getting paid, packing and shipping, but many never realize that until it is too late.

For you it might help since you have had this account for 5 years and many completed sales, though certainly not a guarantee. Having a store does show committment.
You might need to try to get in touch with a CS rep in the USA first off.
Sometimes the system will automagically increase your selling limits at times if you are completing a lot of sales. That happened to me a lot last year, partially because I had been selling off and on since year 2000. Keep calling into CS, be nice even though you don't get the answer you want right off the bat.

OP, you need to consider if the volume of your business warrants a sale.
In other words, will your profits offset the cost you will pay for the sale? Will you have any profit left? Or will you go in the hole paying for the store with no profit to cover it?
Having a store needs to make sense financially, not just limit wise~unless that is not a concern for you.

And if your limits are low, you won't be able to take advantage of the store listings that you would be paying for. Your limits need to justify the expense of a store as well.
Just some thoughts. Even with an increase on your limits, a store may not be to your advantage. You need to research this and determine the best course of action for your and your circumstances.

I my opinion a store is not needed for you yet. Wait until you have a bunch of sales under your belt. Then only get a store if you plan on listing hundreds of items. I just don't see the profit in a store for low volume sales.
