I started selling on eBay in Feb this year and i started with a 10 listing limit. Every month since then i have reached my limit in sales but I still don't get an increase. When I request it says I'm not eligible. What else do i need to do to get an increase.

There are only two things you can do.
A) Keep selling and providing good service.
B) Keep asking for a increase periodically.
It seems like you are already doing both.

Why do you need an increase? You have nothing for sale. You're asking for an allowance when you haven't used the one provided.

Continue to sell, accumulate positive sales, good feedback and just keep asking. Because you a new seller Ebay wants you to prove to them that you are honest and trusted seller. Keep on doing what you're doing and hopefully Ebay will raise your limits.
