This is a Security thing. For people that have accounts that have never sold, they put a zero selling limit on the account to keep you from being targeted by less savory people that would love to pirate your account and use it for illicit reasons. This is a VERY good thing for Ebay to do and has likely saved 1,000's of sellers from financial problems over the years.
All you need to do is set your account up to be a selling account. Merely having an account on Ebay is not enough. You can't sell from an account that is set up as a buying account. But once you get all the info in the account correctly, you can buy and sell from the same account.
So here is some info to read carefully. And if you have ANY questions, just ask. We will help you.

After you get all that done, Ebay will set you up with a small selling limit to get you started. After you get some transactions under your belt so Ebay gets a feel for what kind of seller you will be, you can request and increase.
When a seller desires to increase their selling limits, they are allowed to request an increase once every 30 days. Mark your calendar and every 30 days request an increase until you have your selling limit well above anything you think you will ever need. If you do have your account all set up to be a selling account, then you just need to contact Ebay so they will assign you a proper selling limit.
I would suggest that you contact Ebay for Business on Facebook or Twitter for the better trained CSRs.

The OP nor @lacemaker3 said it was an account that was set up for selling. However it does happen to those that have not sold for a very long time. I don't know what that threshold is, but it has happened and we have had threads on the subject before. It is a Security thing as I previously described. Dormant accounts are a target of dishonest people.

Am I correct on this? Zero selling limits is put on an account that is not set up to sell and as a Security measure on those accounts that have been dormant a long time. I don't know how long they have to be dormant. I just remember having this conversation on a couple threads a few months back.
But for those that are unsure. I thought it would be a good idea to have one of you confirm or deny what I posted.
