If you want to sell online you have to register with the government in Sri Lanka as a business, pay that fee and establish a method to pay taxes.  Sri Lanka will not allow you to engage in commerce on eBay until you do this.  Everything is verifed first.  It is not free to open a business.

The you ask how to create one.
