I sold an item in July. I have a no return policy. The buyer wanted to return the item 30 days after purchase. I did not accept the return. About 60 days later, the buyer disputed the charger on the credit card. PayPal sent the payment information to the credit card company of the buyer acting on my behalf. PayPal reversed the payment in favor of the buyer. The buyer never returned my product essentially stealing the item. PayPal and eBay washed their hands of this. Want free stuff on eBay. Use this tactic.

What was the issue with the buyer. Why did they want to return the item?

This was not filed as a SNAD complaint the way I'm reading it. It appears that the buyer filed a chargeback with their credit card company. Unfortunately, we have no information on the reason for the original return request so we cannot determine if the OP's decision to deny the return was justified under the OP's return policy.
We also do not know what the buyer gave as a reason for the chargeback to their credit card company. If the buyer told the credit card company that the transaction was an unauthorized use of the card, but had actually made the purchase themselves, they have committed credit card fraud. But unfortunately, with PayPal in the mix there is little the seller can do to dispute it.
Of course, under PayPal's seller protection plan, if it was an unauthorized use chargeback, the seller should be able to get their money if the can furnish proof that they had shipped the item to the address on the PayPal payment. However, the seller would need to follow PayPal's procedure to the letter, I believe.

I am sure the buyer filed it anyway he could so that it would fit under the definition of a chargeback. And if he has been here long enough he knows to say SNAD, no matter where he opens a case.
Because doing so is a done deal as far as ebay, paypal, and CC are concerned.

Besides if you get a legit unauthorized package in the mail, do you wait over 30 days to report it.

Unfortunately, both ebay and PP use anagrams for their 'to the letter' procedures.
