Is Ebay have any policy that support seller to have discount price for buyer? I think it would be great for both seller and buyer.

You will need to explain your question further.  ALL eBay sellers set their own prices.

When I choose to give a buyer a lower price for an item, I just lower the price of the item.

What you want about Ebay policy? You should tell us more clearly.

The Buy It Now Option wuth Make AN Offer basically does that. You can accept an offer lower than your asking price. Or in many cases start a sales negotiations for a sale price agreeable to both parties.
