Is this not against eBay policies? What category of report would one even choose? They also have a standard £10 postage, but in the description it says they will deliver locally for a fee only. Then the buyer must pay postage to return the item.

Scroll down about half way.
On the right hand side of the page look for and click on "Report item".
Since there is no specific violation as what you are reporting, click on anything.
This will bring ebay's attention to the listing.
That or contact ebay directly to report the violation.

If I came across something like that, I would just skip over it.
