I won an auction for a very low price and now it seems the seller had regrets and has not shipped the item or will not reply to my messages.
I understand I can open a case and get a refund, but what happens to this seller? Do they get punished or flagged? Can they relist the item in hopes of a better turn out? I was looking forward to the item at the price I had won it at.

@low-bid - This type of activity is highly frowned on by eBay. The seller will have to cancel the transaction and that will cost them a strike against their selling account. A few of these and their selling account will be closed permanently.
There really isn't anything else you can do except open a case for item not received, unless they cancel which will automatically refund your money. Just know they will eventually be stopped. No reason to write the seller again as that will get you nowhere and cause you more anxiety. Try to put this behind you and keep looking for the item you found. Someone else will sell it to you for a good enough price. Best of luck to you....

EBay cannot force your seller to send you the item you won.

Your seller is (probably) hoping you will open an INR claim so they can refund without eBay knowing that THEY backed out.
