I'm just not sure what eBay wants....I am currently Top Rated & Above Standard.
Late shipment rate: 0.00
Transaction defect rate: 0.00
Cases closed without seller resolution: 0.00
If eBay evaluated me today it is 74.51.
I am told my seller performance status is at risk in this program...because of just tracking? Are they serious?
I pay 9.35 for a domestic sale & for International sale another 1.65....and I was doing some promoted listings which are rather high in my category...some at 10 to 12.5 %.
Well, I can I suppose say eBay my promoted listings are at risk and I can undo all of them and stop promoting them and just keep listing & listing stuff until I reach the thousands...as a one-kid operation.
We should not be graded on tracking for inexpensive sales. I use tracking for expensive sales.

Yes. The only reason that I am not TRS is tracking. Go figure given my feedback. I am their model seller apart from the tracking issue. They are nuts as are most corporates entities.

If you really want TRS status, you'll have to set up a separate ID for selling the lower-value items that you ship without tracking.
eBay's requirement for tracking for TRS status is based on their firm conviction that "buyers want tracking." When this requirement was introduced several years ago, there was a lot of discussion and evidence presented regarding exemptions for lower-value items, but they wouldn't listen.

Tracking is a requirement for Top Rated status, given what you sell I can see that shipping via lettermail is a good option for you as it keeps your shipping costs very low which help you to offer "free shipping" which should be helping with your sales.
Top Rated on it's own isn't worth much, it would allow you to get a small discount on fees but since you have an extended handling time you would not qualify for the discount regardless of being Top Rated.
What is the connection between Top Rated and Promotions? Only sellers at Below Standard status are prevented from using Promotions.
Just being Top Rated won't put a single extra nickel in your pocket, most buyers, especially those that buy on eBay regularly understand that "Top Rated" means nothing as far as the quality of service they can expect. Also keep in mind that all the other sellers in your category face the same dilemma, pay a lot more in shipping just for TRS or save a ton of money and live with being Above Standard.
