Seller hasn’t issued partial refund

Contacted seller before purchasing suit and was told there were no flaws. Upon receiving suit it was in fact badly stained. I took pictures and sent them to the seller. They offered a return or partial refund of $15.00. I accepted the partial refund, but they still have not issued it. 

Purchased date 10/27/17 

Received item 10/31017, sent seller pictures immediately.

Seller has multiple excuses; out of town, someone else processed refund and must’ve went to my spam mail, they need my email address to check, they have two other jobs and don’t check this often...

any suggestions?

If you file a PayPal case, you have to pay return shipping.

You allowed the seller to string you along, and eBay buyer protection expired.

When a seller fails to follow thru on some important aspect of the transaction, it's up to the buyer to open a case, when necessary, to get satisfaction. I agree with the other poster, the seller strung you along until eBay's Money Back Guarantee expired. Luckily, PayPal's Buyer Protection allows 180 days to file an Item Not As Described case. The difference between the two is that on eBay the seller must pay the return shipping when a NAD is filed, and as the other poster said, on PP it is the buyer who has the responsiblilty to pay for return shipping.
