It's quite common now in some of the categories I shop and sell in.  Just saw a seller with 3000 listings and every listing was double or triple listed.  You can report if you like but eBay won't do anything

Is it actually the SAME item (i.e., one item listed 8 times trying to fake-out search, which is illegal) or 8 identical items with subtle titling differences in order to get the listings to go through for 8 separate items? In the latter case I would do a multiples listing, though but some people like separate listings.

Not sure if this qualifies but I sell mostly music; records, tapes CDs, etc. I do have duplicate listing for less than a handful of items. One album may be unopened and one may be used and used so I list under different conditions. Ebay has never pulled but again they are two different conditions.

Different conditions are not considered "the same item". It applies to "brand new" items that should be listed in quantity. I list used/pre-owned items in various conditions, so I do one listing for each item. The buyer gets the exact one in the photo, not a similar one.

As long as they are two separate items, even if the same category or name, it's all good. When I had a premium store I had  listings to burn so sometimes I would have say three versions of one shirt to list, and instead of having a variations listing, I'd just list them all separately, making sure each title reflected that it was a separate and individual item. If OP's seller is making 8 listings of the same single item and just changing the titles a bit, that's not legal, but yeah, I don't think eBay will do anything. The market will sort that out, though, because that's a dicey way to do business.

I wouldn't say that ebay flat out wont do anything.

Sometimes they do.

I have seen used items that were listed twice (yes they were the same item) with different titles. Reporting does nothing. The bots don't see anything but the title, listing number and maybe description.

When four people buy four of that same identical item and the seller has to cancel three of the sales, they might become discouraged. That's a lot of smacks upside the head.
