I wanted to begin listing things again, but about two years ago had a bad experience with a buyer using and returning the item and eBay gave them full price of the item ($300). As a seller I wasn't unable to do anything but wait for the item to be returned, eBay gave 100% refund. When does a seller get protection from eBay in order to offer the percentage, especially if it's been used when it was sold new. Is there an amount of sales or years selling until there is seller coverage? I read it after my botched sale, but can't find it. Thanks!

The only time I've ever received seller protection is for INRs when I can prove delivery whether it was through ebay or the buyer's payment institution. I've never heard of a seller getting seller protection for an NAD. Has nothing to do with amount of sale or amount of time selling on ebay.
ETA: If the seller allows ebay to step in the refund the buyer, that is never a good choice as ebay will give that seller defects for not handling the return on their own.

If you are a top rated seller and offer free returns, you can withhold up to 50% of the refund if the item is returned in a different condition than it was sent.

As a new (returning) seller be careful. Do not list expensive items to start, especially electronics. You can read plenty of horror stories here in this forum. Also be prepared to send updated details to Ebay and expect any funds from sales to be held for up to 30 days until you establish a new sales track record.

You can deduct up to 50% of the item cost from the refund if you are a Top Rated seller and you also offer a 30 day return policy.

The seller protection you mention is available to Top Rated Sellers who offer (at least) 30-Day Returns or to sellers who offer Free Returns. Since you can't come out of the gate as a TRS, you'd need to offer Free Returns. Good luck.

To answer your question, no, there is no selling tier where you would receive greater eBay protection, particularly on a Not As Described case. Your expectations will not be met because eBay puts the buyer’s interests first. It is up to the seller to protect his own interests. And that requires a firm knowledge of eBay’s policies.
The other seller protections available are for Item Not Received cases, where tracking shows delivery, or attempted delivery. Other protections are in your Buyer Requirement settings (where you can block serial non-payers), shipping exclusions (where you can block buyers from certain areas), and your Block list (where you can choose not to do business with any buyer at your discretion).

You do not have to offer FREE returns, you have to offer at least 30 DAY returns. Otherwise, you are correct.

A non-issue, since 30-Days is not a remedy for the OP... who is not TRS.

When an eBay buyer opens an item not as described case, the involved seller needs to respond to that case within a few days; otherwise, eBay will refund the buyer from the seller's funds and allow that buyer to keep the item.
Is that what happened when you had the problem a few years ago?

I have some camera equipment I need to sell but don't want to sell it before I know I have some sort of protection.
Not as described is a pretty wide net...
Buyer bought a Scan-N-Cut, used the new mat and blades then said it wasn't as described. He sent it back in the same box, minus the packaging, so it was totally destroyed AND used. When he won the auction he said he only needed to cut out stickers. Seemed a scam when it was over and done, made me think that renting the machine would be a great idea 😉

'Some sort' of protection is all you'll get using Free Returns. Note that it will only protect you in that perfect scenario.

Frankly, there is no real protections selling anywhere online. Face to face on a cash only deal is the only way you can insure you get your money and won't lose it.
Selling on ANY platform, you can have a false INAD case, or a charge back with the buyer's bank/CC. Being an infrequent seller, you are more likely to be targeted by someone who intends to scam you. Even more so with expensive items.
Smart sellers limit their exposure and don't sell high value items online.

You get buyer protection if:
You accept a NAD (not as described) return and the buyer does not return it. No refund will be given.
The buyer files a INR (item not received) case and the tracking shows it was in fact delivered.
