Why should seller be charged a fee when seller’s listing does not ship internationally, item is shipped locally and then seller has to pay for the buyer’s international registeted address?
there should be transparency before seller is charged after the fact.

This has been a thorn for sellers for years and the international fee should be done away with totally. Ironically if you are using the EIS program eBay has eliminated the international fee. There really is no way to tell in advance whether the fee will be charged but it is based on one of the following 2 conditions.
If you're not using eBay International Shipping to ship your item, we charge an international fee if either:
This fee is calculated as 1.65% of the total amount of the sale and is automatically deducted from your sales.

Because that is the way both Visa & MasterCard (also Amex) work, they charge merchants an International fee for cross border use of their credit cards.
This is a different from the Currency Exchange fee which are paid by BUYERS not merchants.
It is impossible for eBay to give specific advance notice of the International Fee because eBay has no way of knowing if it will apply until the buyer completes checkout.
