If a Buyer returns an item that was shipped brand new, factory sealed and the returned item comes back opened, how can I sell it now as new and unopened? It doesn't seem right to have to lower my price because it is opened. Any thoughts?

and yes you might price it lower since it has been opened
What is the item?
Why did they return it?
note any flaws if any

eBay states returns must be in "original saleable condition". To that end they do allow a discount on the refund if it is not as such. Might look into that if you haven't already issued the refund (or it happens again).

With your Top-Rated Status - eBay allows, in situations such as yours, to give a partial Refund to cover for the Loss of Value to your product (up to half i believe).

Have you ever herd the saying "that's the cost of doing business"?
Unfortunately that falls in to this category.
You could try and address the issue with ebay, but you would waste a lot of time and would probably end up losing the claim.

You can't sell it as new and unopened because it is no longer new and unopened. That would be unfair to the next buyer.
It doesn't seem right to have to lower my price because it is opened.
First, you do not "have to" lower your price. But you will probably want to in order to generate interest.
That aside ..
I think what you are really saying is that it doesn't seem right that a buyer can open your item and then return it and diminish the value of your item.
I can't comment on that without one important piece of information - what was the buyer's reason for returning it, and was he justified in doing so?

Thank you. How do I request a partial refund from eBay. They already gave the Buyer the refund automatically.

...it will be more frustration if your item is either cosmetics (make-up, perfume, body cares products) or electronics (CDs music, DVDs, games, computer software)...
