Hi sellers.
From before about two months ago we started to receive a lot of PayPal non authorized cases. All this case were for two types of items: dog food and coffee makers. In one week we have about 10 cases opened on our PayPal accounts!
It was absolutely unusual statistics. We took all these cases and checked them one by one. I can definitely say that all these cases made by one person (or group of persons).
All these orders placed from just created eBay accounts and all these orders have OUTLOOK emails.
I spoke with couple of other sellers and they have same.
These cases usually closed by Paypal seller protection but you MUST to provide a tracking number.
It does not matter if you calling Paypal and explain, without the tracking you lose the case.
From what I understand this fraud comes from seller that simply sell items for lower price and than place order on other seller and just provide address his own buyer.
Before scammer opens a case on Paypal he ALWAYS contacts and asks tracking number! Even tracking number uploaded in the order , he still asks it.
As soon you respond him, after day or two or even same day, you getting brand new open non authorized case on Paypal.
I have attached a screenshot of my Paypal resolution to show how the big this problem. Just look on it. The first screenshot is for closed cases and the second for still opened.
All orders are between $50-60$.

There is nothing unusual about that message. Yes, he can find the tracking number himself if he knows where to look for it, but not all buyers do. There is no harm in sending him the tracking number again. It shows Delivered to the City and ZIP code of the address you received with the payment; is that right?
P.S. The tracking number that you show in your reply to him does not appear to be a USPS Priority Mail Express tracking number. Is that your PayPal transaction ID?

Okay, I tried a wider search, and I see now that the order was shipped via UPS 2nd Day Air, not via USPS Priority Mail Express as stated in the listing. The driver dropped it on the porch on December 5.

if any issue with delivery buyers open never received request on Ebay. Who will fill the non authorized case for this.
The service can be different. It's regular for dropshipping.
Suppliers can ship by Fedex or UPS instead of USPS. Unfortunately nothing to do with it.

Sure it is, if someone is determined to make multiple purchases this way. Is it possible that there is a purchase limit on the new accounts, so in order to buy more than one, they must open more than one account? (There is a seller preference you can set that will limit how much a new user can purchase from you.)
Whatever the reason, someone out there wants a lot of dog food.

Some buyers may expect to receive the order by the shipment method that is shown in the listing, even if (as in this case) the shipping method is listed as Free. For example, they may have problems receiving deliveries that are sent by another method or a different shipper, and they chose your item because its delivery details match what they want.
In this example, a 25-pound bag of dog food sent by Priority Mail Express should arrive overnight. The listing promises overnight delivery that way, but when the dropshipper uses UPS 2nd Day Air instead, it will take a day longer to arrive.
I am not saying that this is the reason for the chargeback, but if your dropshipper is not sending your sales using the shipping method that you show in the listing, you may have complaints from buyers about that.

I understand what you say. The drop shipping concept is hard to run because of this.
That why I said that 99.5% for drop shipping is excellent score.

I also was thinking that I started to be too paranoid. But not.
It not possible to have so many matches.

You are dragging in a lot of details that are not relevant to the actual dispute that you need to defend against. Buyers can have any email address they want, and yes, someone can set up multiple email addresses with Outlook.com as with any others. Since you ask, I did a quick search through my own sales records and I see dozens of Outlook.com email addresses. Outlook is a huge entity of Microsoft, as well as its predecessor Hotmail, and so you will see Outlook.com addresses all the time.
I know the ones you posted appear to be created by the same individual, but that detail alone is not part of a scam; it is simply a way to set up multiple email addresses for any reason. I did five in one day once for entirely legitimate reasons.
It also does not matter if the Ship To address received with payment is not the same as the buyer's eBay address. I routinely buy items with my eBay buyer account to send shipments to family members elsewhere. Your only delivery obligation is to ship to the address received with that payment.
If you get a chargeback dispute, you will need to provide PayPal with whatever information they request. They should defend the chargeback for you.
