Hi there! I accept 30-day returns, free shipping, and 1-business day handling time on all my listings but at the bottom of my seller-level dashboard, only 9 listings are getting the 10%Top-Rated discount benefit (I don't even know which ones are because they are not specified). I sell lingerie, books, fabrics, and jewelry.
Please, I will really appreciate your help since it is a nightmare to call eBay customer service.

You have to be TOP RATED PLUS and offer FREE RETURNS. You have to decide if it is worth offering "free returns" just to get 10% discount on fees.

Free returns are absolutely NOT required in all categories to get the discount. There is a LONG list of exclusions...in fact some of the most popular categories don't require returns to be offered at all to get that dscount!

In some product categories, we'll extend the discount benefit (but not the seal) even if you don't offer 30-day free returns.

Your 8 book listings and 1 motor listing are probably the ones that qualify for the discount.
As @itscalledapostingid noted there are some categories where you have to offer free returns to get the discount. If you want to qualify on the other listings you will need to have a minimum of 14 days free returns in the jewellery category and 30 days free returns in the other categories that are not in the list in the 3rd post.
You don’t need to have free shipping to make your listings qualify for the discount.

Some categories (such as Books, where you have 8 listings) are exempt from the requirement for 30-day free returns in order to qualify for the 10% FVF credit. But I checked one of your listings in a non-exempt category and it says that buyer pays for return shipping.
OTOH, a listing does NOT have to offer free shipping in order to qualify for TR-Plus and the 10% fee credit.
TR-Plus is a listing status, not a seller status. You can choose to offer free returns for some items and not for others.

Sellers are top rated. Listings become trs plus if the right criteria are met.
