Has anyone had an issue with this?
I sold several items to a buyer from Italy that said he had a friend in the US for delivery. I shipped the package to the US address using Ebay labels. The package was delivered.
Over a month later the buyer messages me from Italy saying they only received 3 of the 6 items (the items were not shipped to Italy). He then starts a dispute with his payment provider saying the item was not as described which it was not.
I supplied the one picture I was allowed including the weight of the 6 items and the postal clerks receipt showing the weight and a brief explanation. After 2 calls to support wondering if there is anything else I need to do in which they said I did not. I received a resolution yesterday in favor of the buyer so now I am out both the product and the funds from the sale plus Ebay has charged me a $20 for a dispute fee.

Dang. Was the address changed by you, or did your Italian buyer list the US address on the Order?

well first you changed the addy: a no no. No protection when that is done.
simply put you got scammed.
No way to be sure since this went through a friend or re-shipper, customs etc.....
The may not have got the items they may have...
This was a charge back is why it cost $20 extra...

Seller protection is limited on eBay, where the buyer’s interests come first. But this was a credit card chargeback and there is very little that can be done in such a case. Your situation represents one of the risks when selling online. Sorry this happened to you.

Unfortunately, when customer complains to credit card company they will "reverse charges" (customer keeps item and your money). EBAY has "no control" over credit card company.
Clearly this customer was planning to scam you all along. It is very unfortunate that scammers are ruining EBAY.
Honestly, it doesn't pay to "dispute claim" because if you lose you pay $20 fee (and get defect on your account).

"It is very unfortunate that scammers are ruining EBAY."~~Exactly. I've recently been visiting both sides, the Sellers and the Buyers' posts and if it wasn't heartbreaking, it'd be almost comical. BOTH sides are fearful of each other! Buyers are up to the point of making up distress stories of sellers scamming and the sellers are telling REAL stories of buyers' scamming both here and abroad. What are we going to do?? It's a real problem! Sellers can't be losing both their items and the money and still feel good and confident to keep selling, after all, how much can they add to the price of things to try and break even? I could go on, but you get the idea. Lastly, ebay has gotten so automated, there's no place to go for real help. These boards are good, but it seems mostly about verification that to do business here means some monsoon rain must happen and should be accepted. "Deal with it... "

The "process" ebay designed for charge backs are simply made so the seller has no real say, no communication in the process and no information on the process that ebay will give the seller. Ebay has no intention of fighting the claim on the sellers behalf as they would if seller were in direct contact with payment provider as they should be. Ebay's only interest is to agree a reverse charge with payment provider and then charge the seller a "dispute" fee for doing absolutely nothing except kissing the payment providers **bleep**. All this is a joke since ebay is not the seller, did not supply or sell the item, they did nothing but process the payment. They have you upload a photo that means nothing and they know that.
If the buyer ordered with his address in Italy and you changed the address manually on the order then yeah, they win, ebay even tells you when you go to edit an address that you will loose any "protections". But if the buyer ordered with the US address on the order and you did nothing to alter that address then this should be open and shut case in your favor.

I see several comments about the OP changing the address, yet he never said that he did so, just that the Italian buyer used a US address. Did I miss something?

because the OP didn't say, I mentioned changing the address (if they did, idk) that ebay removes any of their protections if you edit the address. But if he didn't he should win this case as deleivered it to the address supplied on the order.

I am new to trading on Ebay, and as far as I understood that you have to send the goods to the buyer only to the address that is listed on the site in the Orders section. Is it right? Or are there cases when goods can be sent to another address?

ebay has an edit for address, but changing the address on an order will remove any "protections" ebay gives the seller. If an order has an incorrect address or buyer wants the address changed, you must cancel the order and have them re-order with the correct address for you to be protected.

Items "missing" in a shipment is a "not as described" complaint. There is no eBay seller protection for any 'not as described' issues. If you combined items from different listings for one payment the "whole payment" is at stake for eBay will not 'uncombine' the order just to address the missing items. I am not sure if it matter much at this moment if you shipped to an address NOT provided with the shipment by the buyers request or not, since they are NOT filing an item not received claim anyway. Hopefully you did not change the address, though for later actions.
Your biggest problem is now that the buyer bypassed the eBay claim system and has gone directly to their payment provider. With an eBay claim, you could require a return of the items they did get, with a payment dispute there is no option for a "return for refund".
If you shipped to the address provided with the payment, take a real good look at the "friends" address to see if it is indeed a commercial freight forwarder. If it is, there is a chance to dispense with this claim a lot sooner.
If it not, a reshipper address, you may wish to contact your buyer. You need to be real nice, sympathetic, and start up a communication about what products are missing, so perhaps you can send them replacements or such. Also ask when the parcel arrived in Italy, if there was any evidence of damage to the package or tampering. The point of this is dialog is simply to gather information that can be used later in an appeal.

Correct;
Yet the addy can be changed by the purchaser and go to a freight forward location. Always check their feedback page to see were they are located: if addy is different location you can be fairly sure they are using a frieght forwards system.

NEVER, NEVER change a shipping address per a buyer request. This is even more important with MP as before MP you could double check the address at Paypal.
