Got Scammed for $6k

Bought a camera from a seller on eBay. He provided a shipping tracking number with USPS and then scanned it on a self scanner. It sat like that for a week never moved. Then I filed an “item not received” claim. Then he said the post office messed up....

I am a seller. I do not use tracking. If buyer does not leave feedback, when do I get paid?

I sell postage stamps to collectors and use postage stamps to mail most sales. For 73 cents, there is no tracking. EBay now HOLDS the buyers payment until they leave feedback. If they do not leave FB, how long are my funds held? Forever??
