I had a person buy a cell phone. At first they claimed I mislabeled it. After I confronted them they retracted it and said they were frustrated because they keep buying the wrong item and were taking it out on me. They said they were not going to file a claim. Well the next day they changed their mind and wanted to return the item. I do not offer returns. They filed a return lying saying that the phone did not work because of the 3G shutdown. However the phone is 4G. I am taking the item back. My issue is... Do I have to refund the full amount? I told the buyer I would have to charge 20% restocking fee because it was not my fault. They agreed. Can I do a partial refund? I appreciate your help in advance. I am not used to this new way of eBay. I am so used to the paypal way. Thanks for your time. Have a great day or night!

You cannot charge a "restocking fee".
Did not look to see if you are a TRS? If yes, e-Bay allows to assess the return and reduce appropriately, up to 50%, should it not be returned in the same condition as shipped.
You can and should BBL this Buyer. I would report your Buyer for return abuse, especially if the emails between you demonstrate same.
As your Buyer filed for a SNAD and not as a remorse return, your options in the return process are very narrow. BBL and report your buyer today, if applicable. Good luck!

I'll say this again no returns policy does not protect a seller against a return being opened it just causes the buyer to lie to get a return opened. Your better off having a policy 30 days buyer pays return shipping. You'll be lucky if you get the same item back I feel your being scammed by this person. Possibly they will send you back an older phone and you won't be able to do anything about it. Make sure you block them.

Just because the phone is 4G doesn't mean it will work with the 3G shutdown on some providers. Most providers have a "white list" of older phones that will work. I know this because I went through the nightmare of trying to get a new phone that would work with my provider. I bought a new Samsung phone that was LTE and it would not work with Cricket. It wasn't on their list of approved phones. My old Note 8 worked fine though. I ended up getting an S20 which was a lesser model than the one that wouldn't work and it connected just fine. Very frustrating.
The whole 3G shutdown thing was horribly rolled out for some providers and their white list can be unbelievably short.
