When there is no offer for the asking price, the seller may close the listing, or adjust the price in any way he/she thinks is appropriate.
Some sellers will react to what they think is an insulting offer by raising the price, blocking the buyer or both.
I usually block any buyer who offers me 50% of my asking price, if I have not set up automatic offer declines.
I rarely accept an offer which is less than 85% of my asking price.
Most professional sellers who are not desperate for funds have firm limits on how low they will go.

A little unethical but YES, sellers can change prices ay time they want after they decline an offer.

Yes, a seller can raise the price instantly, quickly or slowly, before or after declining an offer, or even if there is no offer.

It's also possible they realized they had made an error on their pricing, so they declined your offer and fixed it.

Yes.
When you make an offer, seller needs to decide whether to accept the offer or not.
Who knows when the item was listed? Upon review, the seller may decide the current market supports a higher asking price. The seller may also determine that in the current market your offer is acceptable and decide to accept the offer or counteroffer. If you see something you can't do without "Buy Now" is sometimes the better option.

Of course, why would that be a rule ? Just like buyers can submit low ball offers Sellers can adjust their prices that are not up for auction but at a set price anytime they please.
Seems like your offer upset the seller so he raised his price so he doesn't have to deal with a low ball offer on his item again

I'm curious why you would think that is inappropriate? An offer is not an actual sale. Why would the seller be bound to that offer?

Apparently they can. I just had that happen. It was a $4.99 item. I offered $4.0 they declined. right away i said forget all of this I will just buy it to find out they raised it. I almost hit the button thinking i was paying the $4.99! I call it a bait and switch since i almost purchased it at the raised price. I am a buyer and a seller on ebay. no need to raise it because someone made you mad on an offer! Don't take best offers if they are going to be hurt over it!!!!

You can, but I personally don't think it's a good idea. I was watching an item here about a week ago. The seller jacked up the price $3 and then sent me an offer. I declined and wrote the reason why. In my opinion you should honor the original price. JMO.

Raising the price often seems to work for some strange reason. Maybe not the seller in question reason.
You lower the price no takers. Lower it again still no one interested. Then you raise the price higher than it was originally and it sells within a day.
I've done that a few times. Must be an eBay thing. Many have said that the lowest priced items are sometimes missing from the search.
