I've been selling on eBay for about four months now and fortunately just had my first case where the buyer didn't pay. I sent them multiple invoices, waited five days to open up a case, sent them another note saying it was fine if they didn't want the item just let me know and I would happily cancel the order, and still heard nothing back from them. So five days after I opened the case I requested a refund of my fee, closed the case, and relisted the item.
I never thought to block the buyer, and literally five minutes after I relisted it the same person bought it again. And of course they didn't pay. Can I cancel the order and block the buyer without it affecting my rating? I have 100% positive feedback and am a top rated seller so I don't want to lose that. Thanks for any insight.

You will want to wait 2 days then file non payment (unpaid item case) then wait 4 days and when case closes block the buyer and then relist item
Don't just cancel the sale as that could strike against you

I agree with the other post: You don't have a valid reason to cancel, so you'll probably just have to go through the unpaid item claim process again.
In addition to putting that ID on your blocked bidder list TODAY, you should upgrade your listings to "Immediate payment required" for all your fixed price listings and for auctions that have a 'Buy it now" option.
