I research recently sold items before listing and recently noticed that the search engine is returning listings that barely even match the category being searched. If this is an example of Promoted Listings, then eBay is simply padding their charges. Maybe explains why item views have tanked recently.

There were many recent complaints about searches returning irrelevant results, but many of the keyword searches that were experiencing problems seem to have been corrected over the weekend.
If you are still having problems with a particular search, use the "Feedback" link in the lower right corner of the search results page or the "Tell us what you think" link after the search results to alert eBay page developers to the problem.
If the problem involves a faulty keyword substitution, try putting just one of your search keywords in quotes to bypass the keyword substitutions altogether.

Promoted Listings, Too many categories, Item specifics, and they way all this works with search, while continuing to integrate AI more and more?
Ebay revenue is up due to the above, but buyers and sellers are leaving at an alarming rate.
Buyers aren't finding what they want.
Sellers with what buyers want aren't being seen.
They say it's to make the stockholders happy?
Which stockholders? The ones holding short positions?

Every on line site has buyers and sellers leaving. It is doubtful that on line sales will every come back to the covid level. People that never sold started and those that were part time went to full time selling. Amazon was hit the hardest, Ebay the least. Etsy has retained their sellers, but the conversion rate to sales is dismal.
Google changed search results. Too many items on the internet, so specifics and description are needed for on line mining.
Yes, AI. My husband is on a contract with a major company trying to fix their AI generated code that caused the new product to blow up.
All on line sites are trying to create a shopping experience. Those non relevant items are items that Ebay and every other on line site think that you want from past searches.
Stockholder....in this country, by law, the only ones that count.

Can you give us a specific example of the search terms and the listings that you feel are incorrectly placed?
The search engine is complicated. There are plenty of reasons why search results may or may not match search terms that you may not be fully aware of.
For instance, in some cases category names and item specifics are also matched to search terms.
