Scheduled Start Time Missing from Listing Form

Creating a Listing or Sell Similar, and I see no option to Schedule the Start Time.
Advanced Listing Tool.

 

Why does this happen?

Do you have a customize link (in blue) on the RH side top of the form?

"If a product doesn't sell, raise the price" - Reese Palley
"If it sold FAST, it was priced too low" - also Reese Palley
