Hello Community,
I've been selling for a while and decided to grow my business officially. I'm wondering if other people have encountered this situation: I sold an item to what looked like a reputable buyer, and after I sent it, about three days after purchase they asked if I could send it to a different address because they accidentally forgot to change it. I of course responded, saying it was sent.
Tracking said it arrived and was given to an individual at the previous address given. Then the buyer posted a neutral review saying she didn't receive it. Then she requested a refund. She hasn't answered my messages. I think it's a scam. I'm not sure how to inform ebay. Now my account is on hold.

You sent it to the address that the buyer had registered on eBay. USPS tracking shows "delivered". You're done.
If the buyer opened a request for the reason of not having received it, eBay will close it. Then you can ask them to remove the feedback.

If the buyer has opened an "item not received" claim against you, follow the instructions that eBay provides you -- on the email which eBay will send you, enter the tracking number in the space designated for that number, then add the shipper name (USPS, UPS, FedEx, DHL, or whatever), then a short note indicating the date and time that the shipper claims that the item was delivered.
Shortly thereafter, eBay should decide in your favor, and cancel the claim.

Never send the item to an address not designated at the time of payment. If the buyer wants it sent to a different address, the transaction would have to be cancelled and repurchased with the corrected address. This is to protect you from Item Not Received claims, one of the few seller protections offered by eBay.
There is also a scam going around where a poser pretends to be your buyer and requests the item be addressed to a different address than that given in the transaction. Always match up IDs to ensure you are communicating with the actual buyer. If you fell for that one you would lose the money and the item with no recourse. You would be forced to refund the actual buyer and your item would be on its way to a thief.
As for the situation with your current buyer, as long as the item shows delivered via tracking to the address given at time of check-out, you are not liable for the refund. Upload the tracking number into the case notes which is required. eBay will close the case in your favor and remove the feedback. It is the buyer’s responsibility to give the proper address at checkout, and to provide a safe area for the package to be delivered to.
