How do I contact someone from eBay. The past 5 people that have wanted to buy my stuff have been scammers. How do I report them and make sure I don’t pay a relisting fee. Thank you

Have them call you.

Sellers get 250 free listings per month- so you were not charged the first time and you won't be the 2nd time.

There is nobody that can do anything about scammers contacting you. You just weed through them, delete the messages.

If they were scammers who didn't pay, certainly hope you cancelled, using "buyer didn't pay" as the reason.

     What leads you to believe they were/are "scammers"? Looking at the items you have listed and those that you have sold it's not something I would expect to be on a scammers high target list. If it's just that the buyers are not paying for auction items you may want to consider using BIN with immediate payment required although auction formats do have some advantages.
