A buyer made an offer for one of my items. Their page has 13 positive reviews, but all more than 12 months ago. Also same people gave him reviews multiple times. The buyer said accept my PayPal or text/email me for shipping or other payments.
is this legit or a scam?

Ignore the messages, there is no valid reason for his request for direct contact. Always communicate ONLY through eBay messages.
Multiple feedback from the same seller isn't necessarily suspicious; it might just mean that they legitimately purchased several items from that seller.

Scam.
There is absolutely no reason your "buyer" can't accept the offer and pay via eBay's checkout system the way everyone else does. They don't need your PayPal account email, or your Google Pay password or your mom's maiden name.
You're a new seller (according to your profile), and, while not terribly expensive, you're selling some pretty high-target scam items. Beware of anything out of the ordinary (other than just a straight, old-fashioned sale) from other members.
Never communicate with any potential buyer outside of eBay's messaging system. No phone, no text, no email, no meeting up for coffee--nothing. Just stop communicating with this scammer completely. Don't even respond.
Be sure to add the id to your "Blocked Buyers List" so s/he can't buy from you in the future (although they usually ditch these hijacked ids pretty quickly).

Scam. Do not respond to the "text me" scammers that contact you via your ebay messages. They use new accounts, old accounts, and accounts hijacked from another user. The closest you will ever get to a "payment" is a phony payment notification.
Unless you accepted a real offer, or the 'buyer' is a winning bidder on your listing, there is no place to report this person to ebay unless you feel like contacting Customer Service. Just ignore and block.

this is not how ebay operates
most buyers have no trouble paying or making an offer.
texting is a big red flag and can lead to all sorts of problems...ebays message system works fine for ebay deals

Yes, if you dig into some of the Sri Lanka sellers they give feedback to each other. I saw one this morning that has no listings and was complimenting ebay's customer service. A reply from another Sri Lanka seller posted about how great they heard ebay's customer service is. It just occurred to me that this could be some form of a scam to make people in the U.S. feel more comfortable with newbie foreign sellers who have no business here. Little or no real feedback and asking basic questions on the first day. Red flags all over the place.

Scam, scam, scam.
They make an offer because that does not require them to pay.
They ask you to email or text so they can send you a fake payment notification.
They want it outside the eBay system so eBay does not catch them.

I think they may setting you up for a scam. FIRST you don't have to accept their offer but if you do no discusion of payment is necessary. The listing shows what type of payments are offered. They pay on eBay and not through messages or by giving them your PayPal information to pay.

Anybody suggesting you need to text or email them for payment is a wicked scammer. Report them for violating Ebay’s Policies which clearly state you cannot do a transaction OFF ebay, becuase then Ebay and you will be SCAMMED from their money. It one thing they take very seriously on here becuase they loose here as well as you.
