Was selling a 3ds and an interested buyer messaged me about the item. Asked me if I could download certain apps for them, which I did, and sent pictures. They were excited and purchased the item. 2 weeks later the day before the 14 day return policy of mine ended, they decided to open a return request. Not only did they have my item for 2 weeks, they held it for an additional 2-3 weeks until they decided to finally return my item. For over a month this item was in their possession. Once I finally received my item, apps were deleted and certain buttons weren’t functional. I of course appealed it, to later be determined that since eBay couldn’t verify the contents physically the buyer would receive the full refund and I get left with a broken 3ds not able to relist it and scammed out of a $150.

Prefer not to comment on the main topic of your post.
However, are you aware that any "14 day return policy" that you may have is null and void in the face of eBay's Money Back Guarantee, which states that any buyer has 30 days after receipt of an item to open an item not as described case?
You might want to re-read the MBG to make sure you understand the options that buyers can utilize if they feel a transaction has gone wrong.

Being a top rated seller, if you had offered 30 day returns you would have been able to deduct 50% from the refund.
Returns are part of the game and that is one of the few protections sellers have available.

If the item was in their possession for over a month, you should have been able to deny the claim because the MBG gives a buyer only 30 days to open an NAD case.
Of course, the buyer also could have filed with Paypal or could have done a chargeback on his card.

I have 30 day returns and free return shipping.
Almost from the beginning, the number of return requests and SNAD declined. I get very very few now . The free shipping is more than covered by my lack of having to accept returns.
I had a return where someone took one yard off of the 3 she ordered. I deducted 50 % from her return, she lost money.
Scammers know this.
