Anyone had a buyer ask for a refund after items were shipped and Ebay allowed such scam?

Buyers can ask all they want, but in order for a refund to be achieved they need to return the item first.  If you have a buyer requesting a refund after you've shipped, you need to decline.  The buyer needs to receive the item and then formally open a return request to return it.   Only after returning the item and received by the seller can they get a refund.

"Only after returning the item and received by the seller can they get a refund."

In theory only.

If the seller declines the return most likely the buyer will escalate and ask eBay for help and eBay will see the seller didn't  resolve the case and they will  make the refund and not require the seller to return it.  And the seller gets a defect for a case unresolved by the seller..

That is what is written in the full policy, "When an item isn't returned to the seller."

No Returns doesn't  mean no refunds.

If sellers want their item back they need to provide a return label and tell the buyer to please return it for a refund.

Buyers can ask for anything they want.

Sellers are not required to comply to anything they want.

If buyers want a refund, they are required to send the item back.

Only after the seller gets the item back are they required to refund.

All of my listings are AS IS NO RETURNS. I adopted this policy when eBay eliminated restocking fees, which partially prevented bogus or frivolous returns. Buyers cannot return items they just do not like. BUT, they can allege damage or a misdescription. Key word is allege. They do not have to prove ANYTHING. Ebay has adopted a "hands off" policy which in fact is a "Buyer is always right" policy. In fact, the agents who answer when a buyer calls, will coach the buyer in how to get around sellers with As Is No Returns policies. Meanwhile agents who answer when a Seller calls are either misinformed or lie to Sellers. They compliment having a great description and lots of listing photos. They encourage Seller to upload more photos once the item is returned to show there was no damage. All of this is a waste of time. They go with buyer every time. (It did not used to be this way, it is now.) You do not have to approve a return. But if buyer escalates the case the return will be approved and you will be required to furnish a shipping label. You do not have to refund until buyer returns the item. Sometimes they do not. But your funds will be on hold for 30 days waiting for them to return the item. Meanwhile eBay plays with your money. These are the harsh realities of selling on eBay. They are totally buyer friendly and do everything they can to escalate fees from sellers. Good luck.

It happens.

"I regret you are unhappy with your purchase. Please return it for a refund."
They can't return until it arrives.

If they really were regretting the purchase, the return should be accepted. But this is Buyer Remorse and you do not have to refund the entire payment.

The buyer may open a Dispute and request return shipping. You will have to pay it if you want the item back.

Be polite.

You want it back in saleable condition and hammers exist.

By the way, some buyers either because they are naive or because they are entitled will refuse the shipment.

Be nice to the naive.

For the belligerent--

A "refused" shipment is  an Undeliverable shipment,a nd you are not required to refund on Undeliverable shipments.

You can’t do “As is” sales online as there’s no way for the buyer to check how the item actually is before purchasing.

That would be like requiring buyers to try on clothing items sold online before purchase…

There is a long and windy road between points A and B.

When the buyer requests a refund BE PROACTIVE and respond. I can not tell you WHAT to respond because every request is different and requires a different reply.

BUT those who complain that eBay just went ahead and issued the refund most likely chose to ignore the request. BAD MOVE.

There is a world of difference between simply sending you an email requesting a refund and opening a case through eBay.

If it is a case your first and most important step is to send a return shipping label within the time frame specified by eBay. No comment - no argument. If they open a case requesting a return for refund - send the label. It doesn't matter whether you think it is justified or not. You must do it.

You will be surprised at how many don’t bother to send it back. The request being merely a formality to bleed you. And if you have sent a label and they do not return it eBay will close the case in your favor.

Ignore allen1853 comments that “Ebay has adopted a "hands off" policy which in fact is a "Buyer is always right" policy.” That is simply not true. I routinely resolve cases of this sort amicably without losing the item.

So your buyer received the item, but now states it's not as described.  (You didn't offer very much information, so just guessing here.)

Why are you calling it a scam? What if you were the one who had received an item that's not as described? Would you be attempting to scam.

Have you read eBay's Money Back Guarantee for buyers?

Incidentally, if what you are describing is a buyer who asks for a refund because he claims he did not receive his item, then that's a whole different answer.

It isn’t necessarily  a scam.  Packages are lost or seemingly interminably delayed, and those should be refunded.

Missing a couple of details in your post. Buyers can always ask for a refund on anything. Did they open an official case with eBay or did they just message that they wanted a refund? If they opened an official eBay case how did you respond to the case? Has eBay actually stepped in an refunded the buyer?

When you post with zero details about what happened then it is hard to give you any kind of advice.

Is the buyer asking for a refund because he says he did not receive it or because he received it and does not like it? If he filed a request with Ebay did you respond to the case before the deadline?

If this is an Item Not Received dispute did you upload the tracking number? If it did not arrive what is the last tracking message you see and when was that last scan?

Yes this has happened to me. eBay informed the buyer that she did not receive the item when in fact she did receive it and even posted a very nice feedback for me. But since eBay stepped in she did try to get her money back. I had all the info and tracking number so she said that she did receive it and said sorry. eBay needs to stay out of this kind of transaction.

You will need to clarify exactly what you mean by "ask" and exactly what you mean by "eBay allowed".  You will also need to give us a timeline of events.

Because there are about a dozen different scenarios on eBay that could match such vague terminology.

I sell plenty of items as is. all it means to me is that they are buying an item in less that ideal condition

they might have to get it to work or finagle it a bit

"as is"  in my definition is there will be no price adjusting or partial refunds

the reason for that is that if the buyer is unhappy they can simply return it because there will be no partial refunds

as is equals  a return  if you`re not happy.  its a simple concept for me

of course most sellers have there own theory as to what it means
