I received an email from EBay and PayPal that my item was sold . EBay then informed me to ship it and sent me a survey after. I never received the funds. It’s a $1700 watch. I shipped it FedEx with a signature . Is there anything that can be done ?

Are you in Managed Payments? If not and the package hasn't been delivered yet, call fedex and have it recalled.

Because you are new at selling you won't get the money for 21 days. If the item is less than $1000 the funds are released when tracking shows delivered. Over $1000 gets held the full 21 days.

I VAGUELY REMEMBER seeing EBAY policy change about "luxury watches" that money is held in escrow account (customer has 10 days after delivery to examine luxury watch to make sure its not counterfeit). If customer does NOT return watch after 10 days your money is released into your account.

EBAY has new authentication program for luxury watches. You send watch to EBAY to have it examined by experts who authenticated that way customers cannot claim "counterfeit".

Did you receive an email only? You need to check your paypal account and see if there was a transaction completed for the money. It doesnt matter if funds are released or not there will still show a transaction for it. There are people who scam new sellers by sending emails that look just like paypal or ebay then people ship without checking paypal.

First go look in paypal to see if you were paid or that a transaction was made. If not, try to stop mail and have it sent back to you.

Seller appears to be in Managed Payments, so PayPal would not be involved in this sale. (I know the OP mentioned getting a payment notification from PayPal, but the listing's payment options look like those of an MP account. Maybe not.)
