So I will try to tell my story as simples as he gets, so I’m the seller of this problem.
It all started when I sold a item for 1.6kUSD on eBay, I sold the item I created the tracking number in Portugal CTT carrear, and sent the item, everything went fine until the client started to not be patient, normally it takes 20 or 25 days to a item gets delivered to Portugal to USA, so he opened a cases! When the case was opened he started telling that the item didn’t got delivered, so I started my research with CTT and USPS!
What happened was simple CTT couldn’t refresh or get more information about the tracking number so when people research the tracking number on the website only appears when was sent to USA no more information, so I started questioning “where is the package” well went to costumer support on ctt and what they told me was that they have the proof of delivery of the item (and that would be enough for me to get the case done at my favor). The case was closed at the buyers favor and then I seller disputed the case, and send the proof of delivery and explained the situation that is happening with the carrears!
the case still closed at the buyers favor, my hands were tied at that point, couldn’t seek any help! Authenticity team, tried to send the case to a Manuel correction but wasn’t success because they told me that i have after the decision 26days to get the proof of delivery and I sent them after the 26 days and I was not true, ebay has all the fills and I do, and they keep telling lies and lies, the response that they give me is to try outside ebay to get this done at my favor!
I need legal actions on ebay, can some one help me regarding on this case?
trying to get help from them but eBay at this point is not helping.
note: I add a similar case with the same problem and was closed at my favor!
and the another question is why this one wasn’t…
the another reason they told me they didn’t accept was because of the assignature “it’s says UPS STORE” ofc it says ups store was the address that your cliente (aka my cliente) gave eBay for me to send! Makes no sense this statements from them!
hope some one helps me regarding of this issue.

proof of delivery from usps and ctt and everywhere is money on my account…

I have the proof of delivery, online doesn’t appear cause ctt and usps didn’t upload more information regarding of the tracking number, when I called them what they could give me is the proof of delivery and the confirmation of delivery.

Well, as Ckimodog stated there's no way anyone can assist you. I will make these comments, the shipment was valued at $1,6k did you insure the package? Did you add signature required for delivery? Did you immediately upload the tracking number on the order? If not, you lose.
If you shipped an item not utilizing the Ebay postage options, Ebay cannot help you. You will need to manage this issue with the original carrier you utilized.
Lastly, in my opinion, selling this high-priced ticket items specially out of the country you are at very high risk of losing money & the item.

Just having proof from the shipping company isn't enough, that could be faked.
The proof needs to be online where it can be viewed.
Did you get signature confirmation on the shipment?
If you didn't get it, that would also cause you to loose the case, even if it was delivered.

Let me add, you shipped a $1.6 card via regular mail. Why? You would have been better off shipping this high-priced item via UPS, FED X, or DHL added the insurance & signature for delivery and cut the delivery down by far more than half. The cost to perform what I just stated is minimal compared to the over price of the item.
In conclusion, not to be harsh Ebay is not at fault here this situation is on you.

I did get the signature confirmation, the package went to a ups store. The item was sent the package was delivered proof of delivery should be enough and everything is online. I got emails from supp I have all the proof.

Carrears didn’t respond regarding of the tracking number being online on there platforms what they telling me is the delivery confirmation and the actual proof of delivery, I talked to them if they could manually change that, no response.

How is on me? The carrears are not the problem if they provided me with the proof of delivery the fault is on eBay for them to not accept this as a proof

What it looks like to me is that your just majorly confused. You can’t form a complete sentence, or understand that anyone here can’t assist you in anyway accept for giving advice. While you continue to be rude to everyone like their being wrong to you.
And it doesn’t seem like you have shipped it because the 1.6k card your referencing is CURRENTLY LISTED in your store, and you have not sold a 1.6k card in the last 90 days at least. If people are saying you didn’t deliver it, odds are, you didn’t deliver it, especially since you still have it listed.

Proof of delivery isn't enough. The signature confirmation MUST be viewable online.
Since you say it's all online, did you add the tracking number to the case? And is the tracking number showing in the case the one that shows delivery AND the signature?

Oh, come on, @sditr1 . English isn't the OP's first language! He's in Portugal and I think his English is great. I know exactly what he's asking. (Would you be able to go to Portugal and converse in their language as clearly as this OP is doing? I wouldn't!)

He says he has more than one of the item having already (previously) sold one and had an issue resolved.
