I just made my very first sale. Item was listed as an Auction but i accepted “Best Offer”. I received an email from ebay stating the Buyer has requested an invoice, wants to pay via PayPal and to discuss condition of item via his email before sending payment..see attached. Is this a scam? How should i proceed?

Mom beat me. I was just going to post, "All this for a $12.00 shirt"
Thieves come in all shapes, sizes, colors, price ranges. I guess $12.00 is worth
stealing to some people.

You have detailed a classic scam that's been going on here for a few years, at least.
Always check your Seller Hub > Orders > Awaiting Shipment list on every supposed transaction. If the transaction doesn't appear there, then any email you've received about the "sale" is fake and a scam.
NEVER, EVER ship any item that does not appear in your Awaiting Shipment section of your Seller Hub.
In this particular case, do NOT respond to any emails or contact the "buyer" in any way. Wait the 4 days and on the 5th day cancel with the reason that the buyer didn't pay. If you respond to the email or make contact with the "buyer" in any way, the clock resets on the 4 days.

Do you have any evidence for that re-set? The only related comment I can find in eBay's Help pages states that the 4 days re-sets IF you send a combined invoice for multiple purchases.

Well, the scammer was probably going to ask the seller to add in a gift card, for which they would of course compensate him through the fake PayPal payment.
