I have an item listed and have the "Make Offer" option enabled. I've received several (fairly high) offers from different buyers similar to this one: "Hello seller, i am interested in buying your item. Kindly accept my offer and text me [NUMBER REDACTED] or e-mail me [ADDRESS REDACTED]. Thanks."
Is it even allowed to correspond outside the internal eBay messaging system? Why would someone do this? Is it a scam? If so, how does it work? (I have not accepted any of these offers, as they seem sketchy to me.)

Yes... those offers are all SCAMS. Do not text these crooks, and block their buyer IDs. Good catch!

Case #:
5239136466
ebay rewarded buyer for being a thief.
i sent ebay a simple message, buyer did not return all the product.
so ebay refunds them in full and gives me a defect!!
why on earth would anyone want to sell on ebay???!!!
i want to appeal this stupid decision by a stupid ebay representative.
the ebay representative should be fired. They are not smart enough to work anywhere.
this is not a one time case. ebay hires a lot of stupid representatives. hurts sellers and ebay.
i lose money, waste time sending this and many more emails. why is ebay so antiseller. 20 years selling. this is why so many ebay sellers pray to god everynight for another company to come along and put ebay out of business. This **bleep** increases every year.

Common scam. Decline the offers and ignore.
