Did you mean:

Same buyer using different user ID's buying and then immediately requesting to cancel.

This may seem straight forward to just simply block them, but I believe the very same person (a foreign dropshipper) is buying the very same item from me over and over again asking me to cancel them as soon as they buy the item but using different user ID's each and every time! I have reported this to eBay three times now, adjusting my settings based on what eBay suggested and still this person is doing this to me. 14 times again last night for the very same item! It is getting really old to have to deal with this daily. 😞 Anybody have this experience and know what to do about it besides blocking them and reporting them to eBay because that is not working in this case since, they are simply using a different user ID each and every time. How is that even possible? How/why does eBay allow this to happen and why can't they stop it? Any ACTUAL help is greatly appreciated.......Thanks! 🙂

Keep reporting them to Ebay, every single time so that Ebay can track the behavior of this buyer.  It really is important.

Re: Same buyer using different user ID's buying and then immediately requesting to cancel.

It sounds like you're dealing with a very persistent buyer. I recommend using the Buyer Requirements settings in your account to block buyers who have opened cases against you. You can also contact eBay support and ask for specific actions to limit that buyer’s ability to make purchases from your store. Unfortunately, the buyer using different IDs can make it tricky, but eBay support should be able to assist further in taking stronger measures.

There is no block in Buyer Requirements for "opened cases".

The worst customers are the cheapskates.

Raising your prices - which could just mean using Tracked Shipping- will also raise the quality of your customer base.

And don't ever ever ever Respond to a complaint again. You are apparently incapable of professional behaviour.

"I regret you are unhappy with your purchase. Please return it for a refund."

the very same person (a foreign dropshipper) is buying the very same item from me over and over again asking me to cancel them as soon as they buy the item

Have you considered that these overseas customers have, after ordering, learned that the seeds cannot be imported to their country?
And that it is the freight forwarder or shipper who is informing them of that fact?

Not every transaction will go perfectly.

Better a cancelled transaction, which is automatically refunded, than the mess you would have trying to export banned material.

Cannot stop laughing...  just reading some of your responses to the negative feedback you received.

Calling someone an a-hole?  Lame?  Crook?  Baby?

If I were a seller whose feedback page displayed such information, I'd NEVER post here, lest I embarrass myself.

Oh, right... what was your question?  😂

Maybe try selling some of these low cost items in lots.  I wonder if they still buy the item.

I use my "buyer requirements" page to block buyers that have opened cases against me.

This is the kind of answer that gets people mugged time and time again over and over never actually doing anything real to stop the actual bad persons behavior! lol! I am looking for ACTUAL ways to stop this rather than me having to change my ways. Adding shipping with tracking would put me out of business in my category because there will still be 1,000 other sellers doing it this way, that will not work either. Your suggestion that I must change to solve this is extremely offensive, but you made it anyways didn't you, see what I am saying. Same as what buyers do "make suggestions" on how I should be running my own business with no regard to how that might impact me personally instead of simply shopping somewhere else, I would prefer they simply did that instead of abusing me with their false power of negative feedback! 😞  Give people a tiny amount or power over you and they will in fact abuse that power, it's human nature. Just like what I am trying to solve now, an abuse of one's power given to them by eBay! Get it yet? That is the real problem here not me? I am doing nothing wrong but defending myself from false claims in those negative feedback! I have been selling here for over 23 years, I am one of the most honest and professional sellers you will find on eBay today.  I never needed eBay force to be a good seller even before they became so harmful to us sellers with all of their overbearing controlling metrics of OUR own businesses! Those harmful eBay ideas have actually made it more and more difficult to provide good service to my customers, not better service, as my hands are often tied to give a buyer exactly what they prefer, instead I must do what Ebay wants me to do in every situation or eBay will harm me in their crazy metrics! This actually earns me quite a lot of negative feedback and all I have done is what eBay makes/wants me do, so eBay will not harm me in that particular situation, but that was not what the buyer would have preferred so they give negative feedback, I can't win either way. 😞 Anyone with 100% positive feedback is simply bending over handing the buyer the lube and paying up to keep the actual bad people quite! 😞 A seller is not bad for trying to defend themselves. A buyer who holds negative feedback over me will have to actually do the deed and harm me, this shows their bad character not mine. Often for things I myself cannot and will never be able to actually control anyway like say USPS's service for example. I am made responsible for the poor service of and have to then subsidize the bad service of a multi-billion-dollar corporation for which I then get lost of negative feedback! It's like a bad nightmare you can never wake up from! lol! This is more Ebay force happening to us small businesses......Your suggestions are like telling a woman she should not wear a certain skirt or other clothing, "you brought it upon yourself"! lol! Not at all useful to me, but thanks for trying and have a nice day! 🙂

Why did you come here to ask other members  for help then?

You know no one here can change how ebay works  for you.

We can only offer advice on you making a change.

Lift your left leg at midnight to start off on the right foot. Happy new Year!
