Update: I have been on the phone almost all weekend and we may have found the issue. It appears as though they have taken me out of the global shipping program 2 weeks ago, but have been unable to enroll me in the international shipping program because of an 'API error'. Customer service informed me that I would receive an invite into ebay international shipping once the API error is solved, but until then it may continue to impact the visibility of my items.
They also said they were reviewing my account for another limit increase, but that I had to answer some business questions over the phone ... so not sure if that was also part of the problem or not?
Sales, impressions, and page views are still down 70% and they have been for the past 15 days or so. There is really nothing more I can do until this all gets sorted out on their end. I am going to continue to focus on listing and finishing up my taxes with the extra time I have on my hands ... hopefully things turn around soon. This is very stressful and difficult to navigate.
